Ministry of Education
- Government released the sum of N195,573,000.00 in 2008 and N249,299,000.00 this year 2009 as payment to WAEC to enable all the State final year students in Public Secondary Schools write the 2008 and 2009 WAEC/SSCE freely.
- The State Government released the sum of N22,820,000.00 to NECO to enable the Body accredit public Secondary Schools for NECO Examinations.
- The State Government organized a workshop for 250 French teachers in the State in 2008 at a cost of N867,000.00.
- The State Government purchased and distributed sports equipment and supplies to 100 Secondary Schools in 2008 and 72 Secondary Schools in 2009 at the cost of N2,752,650.00 and N2,119,250 respectively.
- The Government also organized a training workshop for all Games masters in public secondary schools in the State. We are happy to note, that Oyo State came 2nd in the 2008 Shell Football Competition among all secondary schools in the Federation.
- The State Government resuscitated the moribund Scholarship Board and earmarked the sum of N779m in the year 2009 estimate for scholarship awards. Government also paid bursary awards to all indigenes of Oyo State in the four Nigeria Law Schools, with a total amount of N6.5million disbursed to the students in 2008.
- The State Government organized a training workshop for Master Trainers on Family Life and Health Education Curriculum at a cost of N2,000,080.00.
- Government has started paying the Consolidated Tertiary Institutions Salary Structure [CONTISS] to all the Staff of State owned tertiary institutions.
- The construction of a multimillion Naira Teaching Hospital annex is currently going on at Ogbomoso.
- Government is responding to the needs of the state-owned Tertiary Institutions through prompt release of their capital grants.
- Government released the sum of N4million for procurement of teaching aids and materials to all Special Schools in the State in 2008 and earmarked N8m for the procurement in 2009.
- The State Government supported Implementation of Interactive Radio Instruction [IRI] in 10 selected Nomadic Schools in the State.
- Computers and accessories were distributed to 24 Local Inspectors of Education offices and the 8 Zonal Inspector Education offices for effective administration and logistics.
- Training/Workshop programme was organized for the 8 ZIEs and 33 LIEs on Safety Emergency Management in Schools.
- Acquisition and distribution of ETF library books intervention for books in core subjects to public school Libraries in the State at a cost of N900,000.
- Rehabilitation and Equipping of an Education Resource Centre in collaboration with JICA [Project located within the premises of Government College, Ibadan].
- A sum of N38.5m was released for the Sponsorship of Junior School Certificate Examination [JSCE] in respect of all Public School candidates in 2008.
- Acquisition and distribution of Continuous Assessment Record Books [Green and Blue Books] for distribution to all Public Secondary Schools [Junior & Senior] in the State in Year 2008 at the cost of N200,000.
- Sponsorship and hosting of the NERDC Book Fair for South West Zone, with NERDC in 2008 at a cost of N500,000.00.
- Hosting of advocacy-workshop on effective implementation of 9-BEC and the new Senior Secondary School Curriculum in collaboration with NERDC, Abuja.
- Rehabilitation of 31 storm damaged public school buildings in 2008 at a total cost of N89.7million.
- Completion of facilities at School of Science, Pade with full boarding system at a cost of N93.8m.
- Construction of 5 blocks of 12 classrooms buildings and 6 blocks of 6 classrooms building at a cost of N148,000,000.00.
- Sponsorship of 50,150 students and teachers for Project “RAISE”. Revive Academic Excellence in Our Schools and Education Institutions in Collaboration with Visible Impact Ltd. at a cost of N125,375,000.00.
- Completion of 12 out of the on-going 31 school building projects at a cost of N296,000,000.00.
- Award of contract for the construction of 19 blocks of six classrooms [N223.6m] and rehabilitation of 15 school buildings [N50m] in 2009.
- Completion of school buildings in 33 school sites at a cost of N132,711,621.65.
- Establishment of Education Resource Centre at a cost of N11,260,581.00.
- Award of contract for school buildings in 3 school sites, and the completion of one of them, while the 2 others are on-going at a cost of N5.4m.
- Procurement of 4,000 pairs of furniture distributed to schools.
- Procurement of 35 computer sets, printers and generating sets each for Field Officers and Headquarters in 2008.
- Renewal of internet services and its extension to TESCOM, at a cost of N3,001,005.00.
- Upgrading of the Ministry Website at a cost of N574,505.00.
- Staff Development Programmes at NIEPA N260,160.00 and Ife Varsity Consult for 10 Staff at a cost of N155,080.00 and conduct of whole school development workshop for 10 schools and Family Life Health Education for 100 teachers at a cost of N487,000.00.
- Procurement and distribution of Science, Home Economics and Technical Equipment and materials worth N117m for distribution to Secondary Schools and Five Technical Colleges.
- Conducted Teachers Vocation Course Programme for Science and Mathematics Teacher in the State at a cost of N1,860,000.00. About 1,300 Science/Mathematics students attended the programme.
- Conducted JET/STAN/MAN competition for all Secondary Schools in the State at a cost of N960,000.00.
- The State representatives took the first position in Mathematics with a Trophy and 2nd position in Physics.
- Sixty Mathematics Teachers selected across the State were sponsored on capacity Building Workshop organized by ETR/NMC in Lagos in November, 2008 at a cost of N360,000.00.
- Twenty two Mathematics Teachers were sponsored to attend a Workshop on use of Mathematics kits organized by ETR/NMC in Ibadan in December, 2008.
- Conversion of School of Science, Pade to a full fledged boarding school with well equipped science laboratories at a cost of N5.5m.
- The School of Science, Pade, is one of the seven public science secondary schools supervised by the Ministry of Education. The School was established in 1992. Currently, it has a total enrolment of 620 students.
- The school was established to serve as a prime energizer for the actualization of science and technological development of the state and nation.
- The present administration embarked on completion and rehabilitation of infrastructure at School of Science, Pade, after seventeen (17) years of abandonment by past administration in the state. The vision is to make the school serve as a full fledge academic center of excellence with full boarding facilities.
The following facilities were completed in the school:
i. Completion of multipurpose hall
ii. Completion of male and female hostels
iii. Completion of kitchen and dining hall
iv. Completion of indoor games
v. Completion of two blocks of science laboratories and external electrical installation
vi. Completion of eleven units of staff quarters
vii. Completion of two compartments of three unit toilets
Rehabilitation of existing structures that were decaying and dilapidated:
i. 3 blocks of six classrooms
ii. A sick bay
OYO STATE SCHOLARSHIP SCHEME
- The Oyo State Scholarship Scheme had been moribund since 1983 (about 26 years ago) when Chief Bola Ige was governor. Since then, the State Government has been involved only in the award of Bursaries to students of Oyo State indigenes in the Law Schools.
- Recently, the State Government felt it necessary to encourage and assist Oyo State brilliant students in their academic pursuits in institutions of higher learning. In view of this, the government resuscitated the State Scholarship Scheme on Wednesday, 21st May, 2008 to give Scholarship and Bursary Awards to the beneficiaries.
- In order to implement the programme, a sum of N799 Million has been earmarked for the Award of Scholarships to Post-Secondary and Post-graduate in the Nigerian Institutions of higher learning covering all courses. The amount earmarked also covers the award of Bursaries to Law School Students and Final Year Clinical Medical Students in all the Nigerian Universities.
OYO STATE POST PRIMARY SCHOOLS TEACHING SERVICE COMMISSION (TESCOM)
- The State Government has appointed 884 [NCE graduate] teachers who had participated in the Federal Teacher Scheme.
- Approval has been given to the Commission to recruit 1,305 teachers for English Language, Mathematics, Biology, Chemistry and Physics.
- A whopping sum of N559,330,680.00 has been disbursed to all 966 Public Secondary Schools in the last two years as running grants.
- A sum of N117,036,000.00 has been given to 645 teaching and non-teaching Staff of the Commission as vehicle loan.
- The Commission has released N40,165,000.00 to 113 Staff as Housing Loan.
- The State Government has appointed 250 Principals and 650 Vice Principals.
OYO STATE LIBRARY BOARD
The last two years of Oyo State administration under His Excellency, the Executive Governor of Oyo State, Otunba (Dr.) Christopher Adebayo Alao-Akala have been quite eventful, remarkable and result-oriented. The following areas of intervention and support have assisted the Oyo State Library Board to pursue its primary goal of promoting reading and readership in the state with renewed vigour, thus gradually developing the habit and culture of reading in the citizenry.
(a) Acquisition of 3OKVA sound proof generator for the fifty- seater Computer Centre.
The fifty seater Information Communication Centre that is equipped with computers that are already hooked to the internet and situated at the Board's Complex, Dugbe, Ibadan became alive and purposeful to the Library users as the lack of power support from the Power Holding Company of Nigeria (PHCN) which rendered the Centre hitherto comatose was solved with the purchase of the 30 KVA sound proof generator for use. His Excellency further ensured that the generator was constantly functional with the release of a total sum ofN550, 000.00 to fuel and propel the engine. The free access of users to the Centre has contributed to the number of clientele patronizing the Library.
(a) Purchasing of two brand new Toyota Hilux Vans, 2WD DC AC and the Repairs of the Vehicles of the Board
Two brand new Toyota Hilux Vans (air conditioned) were acquired by the Board while seven of the Board's eight vehicles were repaired and refurbished. The vehicles have assisted the Board tremendously, particularly in the movement of the newly processed books to all the Board's service points.
(b) Participation of the Library Board's Staff at Conferences and Seminars (Local and International)
It is remarkable to report that more than 90% of the Oyo State Library Board staff were sponsored to attend various seminars and conferences in the last two years while the State Librarian, Mr. E. A. Oyegade and the Director, (Finance and Administration) Mrs. A. O. Adigun participated in the International Federation of Library Association Conference that took place in Quebec, Canada in July, 2008. Apart from the sponsorship by the Office of the Head of Service, a sum ofN4, 717, 650.00 was released to the Board for the successful participation of Staff, both junior and senior in the seminars and conferences.
(c) Renovation of the Library Board Complex. Dugbe. Ibadan. The sum of N24, 813,999.40 was approved to renovate the Library Board Complex, Dugbe, Ibadan with 30% of the approval already released to the contractor to ensure that a good job is done. The work is on-going.
(d) Regular Payments of Salaries and Allowances including Leave Bonus
Staff of the Board are grateful that their salaries and allowances including leave bonus were not only paid but paid timely and regularly.
During the 2-year period, a total sum ofN36, 130,026.45 was released as payment to the staff of the Board as their salaries and allowances/leave bonus. Kudos to the Oyo State Government for the good record.
(e) Overhead Expenditure
A total sum ofN5,812,500.00 was expended by the Board in keeping the Library Board's service centres alive and functional. The releases during the two-year period of report were predictable as unfailing expectations. This predictability has assisted the Board in judicious spending and planning of her activities.
(f) Commencement of the Process of Establishing Community
Centres/Libraries in the 33 Local Government Areas of the State.
Last year, His Excellency approved that Community Centres/Libraries incorporating ICT Centre, art gallery, Hall for literary activities be established in the 33 Local Government areas of the State. The process of establishing the centres began immediately, culminating into the appropriation of the sum of N650, 000,000.00 to the Library Board in the current financial year to establish seven of the centres. This is against the N50, 000,000.00 hitherto proposed for the Library Board. This is indeed a remarkable lift and development.
