Environment and Water Supplies
- The monthly allocation of the Ministry has been increased from N3,348,879.43 to N9,856,003.33.
- The monthly environmental sanitation exercise has been intensified and it takes place every last Saturday of the month.
- The State Government has increased the routine maintenance of Urban roads Environment in lbadan metropolis from 40 to 52
- Additional sweepers were employed to cover more areas in the City.
- The State Government has procured twenty [20] Ro-Ro Trucks and two hundred [200] skip bins for the lbadan Solid Waste Management Authority for the sum of N355,025,000.00.
- The State Government has approved supply of fifteen [15] Units of Refuse Trucks on Mercedes Benz Chassis with 75 skip bins for Oyo State Waste Management Authority at the sum of N324,697,759.80.
- The sum of over N16million naira has been expended on the clearing of blocked drains in lbadan metropolis.
- The State Government has spent N54,193,950.00 on the flood control works across the State. ,
- The Ministry is spending a sum of N13, 156,640.00 monthly on the total cleaning package along Ojoo- Tollgate Lagos-ibadan Expressway.
- The State Government has approved the appointment of a Consultant [MOJA T CONSULT LIMITED] to work with and complement the technical and human resources of the Urban and Regional Planning Board of the Ministry to facilitate the siting, erection and display of signage and advertisement facilities in Oyo State.
- The old dump site at Ring Road has been converted to commercial land use and leased to SHOPRITE for shopping mall development.
- The State Government has evacuated the trailers at Ojoo end of the Lagos-lbadan Expressway to the newly constructed Akinyele International Trailer Park.
- The State Government has released the sum of N4.5m for the execution of the conversion of analogue maps and data into digital format.
Water Supplies
African Development Bank Assisted Ibadan Emergency Water Rehabilitation Project
The Ibadan Emergency Water Rehabilitation Project comprising Asejire, Osegere and Eleyele Water Treatment Plants, which commenced in 2005, and had suffered various delays is still on-going and is about to be completed.
It should be noted that shortly after extension was granted by the African Development Bank (ADB) to enable successful completion of the project, the ADB suddenly refused to pay both the Contractor and the Consultant, Certificates in the sum of Euro 2,121,318.48 and CHF 163,829.75 respectively. The ADB said that the maturity date of the loan agreement had expired on 1st March, 2007 and that the final repayment bill by Nigeria for the loan was 31st January, 2007 thus the extension was granted in error. This led to the suspension of work on all sites by the Contractor on 21st May, 2007, about a week before the present administration came into power. This project would have gone in the way of other abandoned projects scattered all over the country, but for the timely intervention of His Excellency, the Executive Governor of Oyo State, Otunba (Dr.) Christopher Adebayo Alao-Akala.
In order to resolve this problem, a delegation of the Government of Oyo State headed by His Excellency himself, travelled to Tunis, Tunisia in March, 2008 to hold talks with the President and the Management of the African Development Bank.
At that meeting, it was amicably resolved that the Government of Oyo State should find all means of completing the remaining project which was about 70% completed then, while the ADB on the other hand, would approve a new loan for the rehabilitation and extension of Ibadan Distribution Network. In fulfilling this agreement, His Excellency, the Executive Governor of Oyo State, has consistently been paying the due certificates of the Contractor, and by the time the project is completed, Oyo State Government would have expended about N1.8billion on the project as her counterpart fund. Out of this amount a sum of about N1.3 billion was paid in the last two years.
2. All things being equal, the rehabilitated Asejire, Eleyele and Osegere Treatment Plants, will be ready for commissioning by May, 2009 when His Excellency, the Executive Governor of Oyo State will be celebrating his second year in office.
It is worthy to note that by the time the project is fully completed, the rehabilitated Asejire stages I & II will be producing 82 million litres of water per day. Eleyele too would have been upgraded to its original design capacity of 37 million litres of water per day, while Osegere will be producing 13.5 million litres per day. The direct implication of this, is that an additional 119.0 million litres of water will be available for consumption in the city of Ibadan at the end of the project.
It is also worthy of note that, the promise of a new loan by the ADB is being vigorously pursued by the Government. The new loan is likely to be officially signed before the end of the year 2009. Under the new loan, Osegere Water Supply Scheme would be in a position to supply water to the following towns and adjoining villages, namely Osegere, Erunmu, Lalupon, Ejioku, Ajoda, Iyana-Offa, Kole, Akinbiyi, Ile-Igbon etc. in Egbeda and Lagelu Local Government Areas, while the Ibadan Distribution Network would be rehabilitated and expanded and thus increase the pipage within Ibadan metropolis which will be able to cope with the additional 119.0 million litres of water and reduce loss of water within the metropolis to the bearest minimum.
II. AGO-AMODU WATER SUPPLY SCHEME
This project, which had suffered many set backs since 1987 when it was first initiated, has now been finally completed.
The contract for the completion of the project was awarded in November, 2004 at the cost of N68,760,707.85 (Sixty-Eight Million, Seven Hundred and Sixty Thousand, Seven Hundred and Seven Naira Eighty-Five Kobo) while this administration paid the last certificate on the project in the tune of N9,581,760.91 (Nine Million, Five Hundred and Eighty One Thousand, Seven Hundred and Sixty Naira, Ninety-One Kobo to put the final finishing touches to the project and impressively completed it.
Major works were done on the dam, intake structure, treatment plant, low lift and high lift pumps. One of the major achievements on the project is the salvaging of the collapsing pump house building which had to be rebuilt from foundation.
The scheme has been supplying potable water for the use of Ago-Amodu people since 2006 and it is ready for commissioning.
III. REHABILITATION OF SAKI WATER SUPPLY SCHEME
The contract for this project was awarded in November, 2004 at the cost of N139,415,517.50 (One Hundred and Thirty Nine Million, Four Hundred and Fifteen Thousand, Five Hundred and Seventeen Naira, Fifty Kobo). The major works included expansion of the existing treatment plant by 50%, construction/installation of additional sedimentation tank, filter beds, high lift pumps, new rising main and overhauling of existing mechanical and electrical equipment.
The project was taken over by the corporation for execution on direct labour basis in 2007, in line with the contract agreement, when the company handling the project was placed on receivership.
A lot of remedial work has been done on the new rising main after the take over, in order to put it in proper shape while finishing touches had to be put on the sedimentation tank, filter chambers, valves etc. in order to make them functional.
Final testing of the rehabilitated treatment plants and the new rising main would be carried out as soon as the on-going remedial works on the rising main are completed.
It is hoped that the project, which is about 85% completed, will be commissioned very soon.
IV. AYETE/ TAPA/ IDERE WATER SUPPLY SCHEME
The contract for this project was awarded between October November, 2005 at the total cost of N458,742,678.00 (Four Hundred and Fifty Eight Million, Seven Hundred and Forty Two Thousand, Six Hundred and Seventy Eight Naira).
The project entails the construction of a treatment plant based on the slow sand filteration technology and it involves construction of roughening filters, slow sand filters, reservoirs, rising main, pump houses and repair of the dam, all aimed at supplying 3,000 cubic meters of potable water to the guinea worm infested areas of Ayete, Tapa and Idere and later Igboora.
Works on the project have been substantially completed and it is hoped that more progress will be made very soon by the five contractors handling the 5 lots of the project. About 70% of the work has been done and a sum of N21,226,003.67 (Twenty One Million, Two Hundred and Twenty-Six Thousand, Three Naira and Sixty-Seven Kobo) was released in the last two years for the project.
V. RELOCATION OF PIPES ON MOKOLA-OJOO ROAD
This project is being handled by direct labour at a total cost of 80 Million Naira. 2850 lengths of 8” UPVC pipes had been purchased at about N60 million. The pipes are being laid on both sides of Mokola-Ojoo road and an estimated total length of 17km for both sides will be laid with pipes.
The laying exercise is about 50% completed. The project completion will eliminate the need to cross the newly dualized Mokola-Ojoo road for the purpose of making new house connections and repair of damaged main pipes when completed.
VI. CONSTRUCTION OF DISTRICT OFFICES
In order to free herself from incessant harassment and exploitation from shylock landlords, the Corporation took bold steps in 2006 to construct by herself, district offices for Egbeda and Oyo districts of the Corporation and undertook to renovate and convert her Ososami Cash Office to a district office for Oke-Ado district.
This administration came to our aid in 2008 by making available a sum of N2,000,000.00 (Two Million Naira) for the construction of a district office in Ogbomoso and the renovation of some buildings, carved out of Agodi Booster Station to serve as Agodi district office. Steps are being taken to construct a new district office for the Saki district as well. When this is done, six out of our seven districts would have had their own permanent district offices.
VII. RENOVATION OF BOOSTER STATIONS
Our booster stations have started to wear new looks with the commencement of rehabilitation of Agodi and Mokola booster stations from the N3,000,000.00 (Three Million Naira) approved and released for the exercise. The renovation works have also started at Sango booster station. The renovation works, which include fencing, will provide condusive and safe working environment for our staff and property. The exercise will eventually be extended to all other booster stations in the state.
VIII. SUPPLY OF WATER TREATMENT CHEMICALS
This is an area of government's major contribution to the provision of potable water to its citizens. The government has spent a sum of N123,612,275.00 (One Hundred and Twenty Three Million, Six Hundred and Twelve Thousand, Two Hundred and Seventy Five Naira) for the purchase of Aluminium Sulphate, Hydrated Lime and Liquid Chlorine for water treatment in the state in the past two years. This shows its commitment to good community health conditions and poverty alleviation.
IX. REPLACEMENT OF PUMPS IN WATER SUPPLY
SCHEMES AND BOOSTER STATIONS
Consequent upon the purchase of 65 Nos. Low Lift, High Lift and Booster pumps for the Corporation in year 2006, a sum of N1,500,000.00 (1 Million, Five Hundred Thousand Naira) was released in June, 2007 for the replacement of the old high lift pumps in Oyo, Atori and Koso Water Supply Schemes and Ososami Booster Station because the efficiencies of the six old pumps hitherto in use had reduced considerably, which made their replacement inevitable. When the initial fund released was not adequate for the magnitude of work to be done in the course of replacing the six old pumps, an additional sum of N2,996,320.00 (Two Million, Nine Hundred and Ninety Six thousand, Three Hundred and Twenty Naira) was released in May, 2008 to complete the work.
This intervention prevented total stoppage of pumping activities at Oyo Waterworks and has improved water supply to Oyo town tremendously. Work is on-going on the replacement of pumps at Koso and Atori Water Supply Schemes as well as Ososami Booster Station.
X. PURCHASE OF COMPUTER HARDWARE AND UPGRADING OF BILLING SOFTWARE
The institutional strength of the Corporation got a boost with the award of the contract for the supply of 14 Nos. computer systems, 2 Nos. new servers, peripherals, networking and computer billing software upgrading at the cost of N10,000,000.00 (Ten Million Naira) in 2008.
While hardware supply and networking had been completed, upgrading of the billing software will soon be completed. All these will definitely lead to improved performance of the Corporation, most especially in the area of production of bills and administrative duties.
XI. BULK PURCHASE OF BURST PIPE REPAIR MATERIALS
This administration approved the purchase of burst pipe repair materials to the tune of N20,000,000.00 (Twenty Million Naira) for the Corporation in 2008 and this has ensured prompt response to the constant occurrence of burst pipes at all our water supply schemes and distribution networks throughout the state.
XII. PURCHASE OF CHLORINATORS/CHEMICAL DOSING PUMPS:
When the conditions of chlorinators and chemical dosing pumps in most of the Corporation's water supply schemes became deplorable and in order to ensure adequate disinfection of our final water, the government released a sum of N2,000,000.00 (Two Million Naira) for the purchase of chlorinators in 2008. This gesture has assisted the Corporation in having correct application of liquid chlorine thus meeting the World Health Organization Standard on water quality for domestic consumption.
XIII. OVERHAULING OF GENERATING SETS AT AGODI AND BEERE BOOSTER STATIONS
During the Treasury Board meeting of year 2007, the Governor gave the Corporation the opportunity to request for fund to overhaul the generators at Agodi and Beere Booster Stations which hitherto had been in a state of disrepair.
A sum of N3,000,000.00 (Three Million Naira) was released for the overhauling of these generators in 2008. This has helped the Corporation in meeting the primary objective of pumping potable water to the people of Ibadan metropolis when there is no supply of energy by PHCN.
XIV. AGODI BOOSTER STATION 630KVA OUTDOOR TRANSFORMER AND TRIPPING UNIT
In February, 2007, one of the two 630KVA Transformers at Agodi Booster Station developed fault as a result of which only one pump could be used at the booster station. The implication of this, is that high pressure zones in our network will not be able to get potable water and the resultant effect will be a fall in the Corporation's revenue.
In the light of the above, a sum of N3,000,000.00 (Three Million Naira) was released by the State Government for the purchase of a new 630KVA transformer and the repair of the tripping unit in June, 2007.
When all efforts to get a brand new 630KVA transformer because of the peculiarity in its rating failed, the Corporation resulted to repairing the faulty transformer in order to sustain full operational activities at Agodi Booster Station.
The repaired transformer has been put to use since and the Corporation will buy a brand new 630KVA Transformer when it is a available in any of the reliable sources contacted.
XV. REPLACEMENT OF 70MM2 UNDERGROUND ARMOURED CABLE SUPPLYING ELECTRICITY TO ELEYELE WATER SUPPLY SCHEME WITH OVERHEAD CABLE
With the installation of a new High Lift pump at Eleyele Water Supply Scheme and the current rehabilitation of the whole scheme, there was an increase in the total load to be powered by PHCN supply and this required changing the supply cable from 70mm2 to 185mm2. The cost estimate of 185mm2 armoured cable was enormous, thus an option of overhead cable was adopted for which a sum of N1,424,430.00 (One Million, Four Hundred and Twenty Four Thousand, Four Hundred and Thirty Naira) was released in June, 2007, so that regular pumping operation at Eleyele Water Supply Scheme could be achieved, thus making the Corporation achieve her aim of provision of potable water to the people of Eleyele and its environs.
XVI. PURCHASE OF SURVEY/HYDRO-METEOROLOGICAL EQUIPMENT
In order to solve the problem usually encountered in carrying out survey works for the in-house design of our water supply schemes and collection of relevant hydrological data, the sum of N1,000.000.00 (One Million Naira) was released for the purchase of relevant survey and hydrological equipment.
This has greatly enhanced the quality and speed of our survey works and the collection of relevant hydrological data.
XVII. PURCHASE OF LABORATORY EQUIPMENT AND CHEMICAL REAGENTS
Oyo State Government, through Water Corporation of the State as its agency for production of potable water for the consumption of the good people of Oyo State, made available a sum of N1,786,080.00 (One Million, Seven Hundred and Eighty-Six Thousand, and Eighty Naira) for the purchase of necessary laboratory equipment, glass-wares and chemical reagents. This amount of money represents 60% of the contract sum paid to the successful contractors as mobilization fees. With this kind gesture of the State Government, the Corporation has been able to carry out water quality monitoring and assurance activities at all the Water Supply Schemes in the State.
XVIII. REVENUE GENERATION/WATER TARIFF
The State Government in the last two years had ensured that the bills for water consumed through stand-pipes which is being paid for by local governments was promptly deducted from source on a regular basis. So far the Corporation has received a total sum of N48,953,000.00 (Forty Eight Million, Nine Hundred and Fifty Three Thousand Naira) which was deducted at source from June, 2007 to date.
This action coupled with the political will given to the Corporation by the government to collect water rates from every agency of government has made it possible for the Corporation to generate more revenue to supplement the government's subvention to the Corporation and to take care of her multi-farious operational costs.
