As part of mandatory requirements for the inclusion of Oyo State in the implementation of the Community Development Project by the World Bank, Oyo State established Community and Social Development Agency (CSDA) through Oyo State Act of Parliament in December 2008.
The Agency operates within the approved documents in 2008 which are Project Implementation Manual (PIM) and Community Implementation Manual (CIM). The Project phase was closed in December, 2013. However, the World Bank offered additional financing extension due to outstanding performance of the Project in Nigeria. This is to cover the years 2015 to 2020.

The report of an Impact Assessment carried out in 2013 shows that there has been an increase in People with access to social services showing 930,529 people which indicates Male –31.6% increase and Female-35.1% increase
Also Community members that have increased access to natural resource management services from 2009 – 2012 by at least 10 percent—Male42.3% Female 36.7%
CSDA BEST PRACTICES
Feedbacks received from the various stakeholders on the excellent performance of the project also serves as morale-booster to the management and staff of the Agency.
Few of such achievement include:
- Best Practice Award; Africa South of Sahara World Bank, Washington DC. 2009 by LEEMP
- Best Performing Local Government Area; Abuja 2009, Success Story Award to Oyo State Local Empowerment and Environmental Management Project (LEEMP).
- The Agency was selected as the best reform amongst other reforms in Oyo State during a ranking exercise carried out by the Development Agenda for Western Nigeria (DAWN), Partnership to Engage Reform and Learn(PER and Department for International Development (UK Aid) foundation. The Agency represented the Oyo State at the South West Governance Innovations Conference in February 2017 in Abeokuta Ogun State. Community Driven Development Strategy was showcased as an innovation
- Communities and LGAs now adopt Community Driven Development (CDD) approach.
- Capacities of communities have been built on planning and implementation of micro-projects.
- Accountability has improved.
- Community cohesion self-help spirits have greatly improved.
- Communities are conscious of environmental safeguards and the need to sustain environment stability.
- Community Ownership of infrastructure has been tremendously improved.
- Social inclusion has greatly improved as increased number of women now occupied key CPMC elective positions e.g. Treasurers, Vice Chairmen etc.
- Local Government Areas are now more committed to support their communities e.g. Monetary Grants, drugs, Vaccines, Equipment and other facilities to support and sustain Micro Projects.
- As a way of focusing on the poorest of the poor communities in the State, Odoye community in Ibadan North LGA prioritized and constructed 3 staircases. This has significantly aided quick accessibility and movement of primary target users which includes: Elderly, pregnant women, School Children and the Physically Challenged and saved them the travail of moving from the side of their community to another on a daily basis due to the very steep undulating relief and makes it difficult if not impossible to access some of the social amenities in the area. The CDD strategy was showcased a unique innovative approach to improving access of the core poor to social services towards poverty reduction, employing an improved broad based community participation and alignment to the state’s overall Development Strategy
RELATIONSHIP AND COLLABORATION OF CSDA WITH MDAS AND LGAS
- Establishment of Desk offices and Desk Officers in the Ministries e.g. in Health, Finance, SUBEB, Women Affairs, Agriculture, OYSREB, Local Government etc field appraisal as well as monitoring and supervisions of Micro-Projects.
- Synergy of activities of various development projects across the State in line with State Government directives on collaborations with related MDAs. General Manager CSDA, Secretary to the Synergy of MDAs body enacted by act of EXCO.
- Effective streamlining of CSDP activities and interventions with other MDAs intervention plans to remove duplications and wastages of resources e.g MDGS SUBEB, works etc.
- Collaboration with Oyo State Rural and Water Sanitation (RUWATSAN) in Training of Communities in Borehole maintenance and Water management.
- Collaboration with Ibadan Urban flood management (IUFMP) in areas of Community mobilization and engagement, deploying Community-Driven Development (CDD) strategy in their project sites.
- Collaboration with Ladoke Akintola University Teaching Hospital (LAUTH) Rural medicine department in deploying adopting CSDP Health centres as training and community outposts e.g Katangua CSDP Health Centre facility in Ogbomoso North .
- Collaboration with Millennium Development Goal in the distribution of conditional cash transfer grant to communities in Kajola LGA
- CSDA also enjoy strong support from other NGOs such as Justice, Development and Peace Commission JDPC. A third party voluntary monitoring & Evaluation group that provide regular reports on our project activities and suggestions in various communities.
