The Commission was established in February, 2016 through the administrative pronouncement by the immediate past Executive governor of Oyo State, Senator Abiola Ajimobi with the deployment of the Permanent Secretary, Dr. Bunmi Babalola and other directors to the Commission.

Our Objectives

  • To establish general and uniform guidelines for appointment, promotion and discipline for Public Corporations;
  • To oversee the process of recruitment, promotion and discipline of personnel of Public Corporations;
  • To monitor the activities of each Public Corporation in order to ensure that the guidelines are strictly and uniformly adhered to;
  • To serve as appellate body for all petitions from Corporations with regard to appointment, promotions and discipline;
  • To maintain comprehensive and current personnel records for Public Corporations;
  • Oversee the process of appointment of external auditors for Corporations: Oversee the process of appointment of auctioneers for the disposal of unserviceable plants, vehicles and other obsolete equipment of Corporations;
  • To propose new changes as appropriate for the Corporations in accordance with modern trends;
  • Ensure that personnel strength is in consonance with the revenue generation capabilities of the respective Corporations.
  • Monitor the process of staff recruitment of the Corporations to ensure equitable spread with specific consideration on the peculiar socio-geo-political indices of Oyo State.
  • Ensure proper alignment of personnel of Public Corporations in line with the core mandates of the respective Corporations and the edicts establishing them.
  •  Eliminate indiscriminate transfer of personnel between Public Corporations and mainstream Civil Service.
  •  Establish the personnel requirement model and also make future personnel requirement projection for Public Corporations.

The establishment of PCC is a significant landmark by the current Administration. The Commission being the first of its kind in the Country was established to address the inadequacies observed in the way staff matters were handled by Corporations. the Commission came into being through administrative pronouncement of Government with the posting of the Permanent Secretary in February, 2016 and later the posting of supportive gaff in the same month.

  • Overseeing the personnel activities of State owned Corporations.
  • Ensure that staff to Public Corporations function effectively and efficiently in the areas of service delivery and revenue generation.
  • Ensure that personnel disposition/recruitment are properly aligned with the revenue generation capabilities of the respective Corporations.
  • Monitor the process of staff recruitment of the Corporations to ensure equitable spread with specific consideration on the peculiar socio-geo political indices of Oyo State.
  • Proper realignment al Personnel of Public Corporations in line with the core mandates the respective Corporations and the edicts establishing them.
  • Eliminate indiscriminate transfer of Personnel between Public Corporations and mainstream Civil Service.
  • Establish the Personnel requirement model and also make future personnel requirement projection for Public Corporations.
  • Stoppage of indiscriminate appointments, recruitments and promotions made without recourse to standard processes and procedures.
  • Establishment and enforcement of standard Discipline procedures for the various categories of personnel in Public Corporations.
  • Develop a uniform Scheme of Service and Financial Regulations for Public Corporations in the State.

Presently, the Public Corporations’ Commission oversee personnel matters in the following:

STATE GOVERNMENT CORPORATIONS:

  • Water Corporation of Oyo State (WCOS)
  • Oyo State Housing Corporation (OYSHC)
  • Broadcasting Corporation of Oyo State (BCOS)
  • Oyo State Sports Council

Agric. Credit Corporation of Oyo State (ACCOS)

The establishment of the Public Corporations Commission in February, 2016 is no doubt a landmark achievement.   It is another policy aimed at restoring the Pacesetter status of Oyo State taking cognizance of the fact that Human Resources is an essential component in the realization of Government cardinal goals, hence the main objective of the Public Corporations’ Commission is to ensure that skilful and highly resourceful personnel are engaged in the State Public Corporations for efficient service delivery.  Some notable achievements of the Commission include:

  • Improved relationship between Public Corporations and Security Agencies facilitated by the Public Corporations Commission resulting in significant increase in revenue generation of Public Corporations;
  • Improvement in the process and effectiveness of Personnel recruitment for Public Corporations in Oyo State thereby ensuring that proper individuals with required qualifications and experience are appointed which has resulted in greater efficiency of the Personnel of Public Corporations with corresponding increase in the overall productivity of Public Corporations of Oyo State;
  • Normalization of new Appointments, Conversions, Secondments and Inter-Cadre transfers in all the Corporations under this Commission.
  • The Commission successfully commenced revenue generation for the State Government through penalties on abandoned vehicles parked at the Oyo State Mass Transit Park by the Nigeria Police;
  • The Commission successfully rectified Promotion and Conversion anomalies through the activities of the Department of Recruitment and Monitoring;
  • Rapid and effective dissemination of information to the Corporations for prompt implementation of Government programmes and policies.

The Commission, as presently constituted, has four Departments under the leadership of the Permanent Secretary, Dr. Bunmi Babalola.

The departments are:

  1. Administration and Supplies
  2. Planning, Research and Statistics
  3. Recruitment and Monitoring
  4. Finance and Accounts

The Commission has a total of Twenty-Three (23) staff spread in the various departments.

The department serves as observer in all the Personnel Management Board of all the Corporations to ensure strict compliance with regulations and extant circulars.

  • Promotions:  Promotion of Senior and Management Staff of the Corporations under the Commission are processed to both the Civil Service Commission and the Office of the Head of Service.
  • Discipline:  Discipline and other staff matters affecting Senior and Management Staff of the Corporations are also referred to the Commission for inputs and further processing to the appropriate authorities.

GENERAL ADMINISTRATION

The Department assists the Permanent Secretary in the day-to-day administration of the Commission, in the same respect carries out the underlisted functions:

  • Servicing of the Meeting of the Permanent Secretary with the General Managers of the Corporations under the Commission’s supervision.  At this meeting, the Permanent Secretary reiterates all Government policies to the General Managers.
  • Liaise with the Office of Head of Service, the Civil Service Commission and other Government agencies for effective administration.
  • Handle administrative matters within the Commission.

PLANNING RESEARCH AND STATISTICS

The underlisted are the schedule of duties of the above named Officer:

  • Preparation of proposed Estimate for the Commission
  • Monitoring of the monthly report of activities of all Corporation under the supervision of the Commission
  • Drafting of Memos to the various Corporations
  • Treatment of Files. Mails and Circular Letters

FINANCE AND ACCOUNTS DEPARTMENT

  • Serves as Financial Adviser to the Commission
  • Heads Call Circular Committee for Budget
  • Also in-charge of the Commission’s salary preparation
  • Oversee the bank reconciliation statement
  • Keeps record of receipts and payments of the Commission

  • Auditing of necessary documents
